Turks and Caicos Islands, June 28th, 2023.

interCaribbean Airways wishes to advise customers set to fly on JY766 of June 27th 2023 of the events surrounding the operation and cancellation of JY 766 to Dominica.

JY766 operates a routing from Barbados (BGI) to St Lucia (SLU) and onwards to Dominica (DOM). During the early hours of June 27th interCaribbean Airways was advised by the George Charles Airport (SLU) that our evening flight scheduled to operate at dusk would not be able to land as scheduled due to the now non availability of runway lights that were moved to the Hewanorra Airport (UVF) to accommodate the larger international airport on the island of St Lucia. As a result of this event interCaribbean Airways made arrangements to then operate this flight into the Hewanorra Airport.
The schedule departure of flight JY766 is at 6.15pm from Barbados. At 6.12pm our operations control department received a message from the Dominica Station advising of an equipment failure at DOM Airport. The Dominica Air Traffic Service sent the confirming message to interCaribbean at 6.27pm, advising that at 6.40pm the airport runway would be closed. The elapsed time being 13 minutes following the formal notice of the closing of the airport.

The notice received from Dominica (DOM) airport provided notice that gave no option but to cancel the flight into Dominica as scheduled, and to offload customers and their baggage destined to Dominica. interCaribbean Airways then operated the planned flight to St Lucia (not at SLU but UVF Airport). The aircraft then returned to Barbados.

The timing of the Dominica Douglas Charles Airport (DOM) notice provided no opportunity to make an arrival with 13 minutes from notice to closure. The flight to Dominica was cancelled.
The events left customers to have to make overnight arrangements and seek opportunity to rebook their flights. No recovery flight could be scheduled for the customers who could not fly to Dominica.
interCaribbean will offer to rebook on first available seats customers affected or to assist those customers affected with a refund option.”
